Confluence Consulting, LLC (Confluence) is a boutique consulting firm formed by Frank Davis to provide financial, pricing, and rate consulting services to water and wastewater utilities. The specialized services provided by Confluence include determining system development fees (impact fees), developing water conservation and other alternative rate designs, and performing cost of service analyses and financial planning studies. By providing professional services to a limited number of clients, Mr. Davis and Confluence can provide high quality, specialized services that are tailored to meet the specific needs of each client. Established in 2017, Confluence’s focus is to work closely and collaboratively with each client to develop solutions and deliverables that effectively address the objectives of each engagement. In providing these boutique services, Mr. Davis can continue to provide high quality services to select clients.
During his 20-year career, Mr. Davis has provided financial consulting services to over 50 utilities in more than 10 states from coast to coast. Mr. Davis authored a chapter entitled, “System Development and Other Capital Recovery Charges,” for the Fourth Edition of the industry guidebook, Water and Wastewater Finance and Pricing: The Changing Landscape and is considered an expert in determining and implementing utility impact fees that are complaint with state legislative requirements. In particular, Mr. Davis has determined development fees for numerous Cities in Arizona under the guidelines of Section 9-463.05, Arizona Revised Statutes (ARS), which is generally considered among the most stringent of state development fee legislation. As part of his development fee experience in Arizona, Mr. Davis has calculated and implemented development fees, developed and implemented Infrastructure Improvements Plans (IIPs), and conducted one of the first biennial audits of a development fee program to be certified under Senate Bill 1525.
Mr. Davis is a member of the American Water Works Association (AWWA), AZ Water Association, South Carolina AWWA, Florida Section of AWWA, and a member of the Florida Section of AWWA Rates and Finance Committee. Mr. Davis has presented a variety of utility rate and impact fee topics at annual conferences including the AWWA/WEF Joint Management Conference, AZ Water, SCAWWA, and Growth and Infrastructure Consortium.
